Hi, I'm new with all of this stuff, and I was wondering if it was possible to put a cap on how much of the overall net, other people on the network here in my house can use.. My son bought a computer and set us up on a router, but ever since then, all I've ever experienced is lag. Pure lag. I want to basically throttle his bandwidth so that he just has enough to get by. Since all he's ever doing is using that fucking Bit-Torrent, and playing online games, like the selfish piece of shit he is.
Any clues, ideas, help?

there may be a way to throttle it depending on the router, what it's capable of, and whether or not you can restrict other people from accessing it at will. just throttle your son's neck instead, works just as well and requires less technical expertise.
and this is why parents should never let their children set up networks.

Also depending on your model of router you may be able to flash it with open source router firmware (read: better supported in general, more secure and better programmed).

Anyone who has to ask this is not qualified to flash firmware. Get into the settings and poke around. If you can't, find the manual or just give up and try to talk the kid into throttling himself.
One thing, though: nothing you mentioned him doing should be congesting the network so badly that browsing on other computers gets significantly affected. It's more likely a misconfiguration or just a really bad router - see if did something retarded like forward the HTTP ports to a particular computer.

Both of you should use Opera. It will really help, because Opera has a great cache system.
There *MIGHT* be something in the router that lets you cap bandwidth. Probably not though.
You can install a bandwidth limiting program like NetLimiter 2 Pro on your son's computer. However, it sounds like he would just bypass it/uninstall it.
So, your solution is to tell YOUR son to cap his OWN bittorrent bandwidth (which is possible) otherwise you'll stick it in his pooper. Thank you and have a good day.

use linux as a router
Learn about how you can throttle bandwidth at the kernel level using TOS. There are firewall rules sets out there that have figgured this out for you. You son will not be able to sidestep the linux router unless he gets root on the the box itself, even then he'll most likely break the routing before he learns how to change the parameters.
