gnome-terminal, system - how to set as UTF-8?

Hi guys... I noticed that there is a lot of Linux users here, so I'll take a chance here...

I recently (re)installed Ubuntu Drapper Drake, since it's the distro used on my university, but, instead of installing in portuguese (my language), I installed the "C" locale, aka, 'no' languages by default (Correct me if I'm wrong =] ).

I did this because in one previous installion, I installed English, as my language, then Portugal as my country.
When I tried to update, lots of things got broken.

Why? -> The system set my locale as EN-PT or US-PT... Which doesn't exists/makes sense!

So, now I decided to do what I typed first, but I noticed that virtually everything, including the terminal is marked as "ANSI_X3.4-1968", which I assume that it was the defaul chartset of the first C language release.

Guys, can you help me to put my entire system as UTF-8?

Good job, Linux. Maybe you should use an OS that makes sense. Microsoft sells some.

As for >>1, I suggest installing Arch Linux, it will fix everything.  If you also install Opera (pacman -S opera) you will win.

Strange, I installed Kubuntu, set my country to Spain, and had no problems with it after upgrades and lots of packages installed. My character encoding is UTF-8.
