Law: Everyone must buy Vista

I hear there will be this new law that says everyone who uses Intel or AMD processors must also purchase Windows Vista in order to legally use them even if they aren't gonna install it and opt for, say Linux.  Can anyone link me to where I can find more info on this?

Now for >>1, this guy challenges us with something that we would find distasteful. He does this by getting us to respond in a certain manner through the use of rumor and exploitation of relevant issues. I'm not sure if this guy is trolling or not. This is an attribute of a good troll. Right off the bat, this guy does this and I salute him for it - if he is a troll.
