Fucked op POST

Heres the deal, i got a mobo ECS 755-A2 socket 754 bundled with an ATHLON Mobile 2800+ 754skt CPU.

I set it up in a brand new system (its a shitty little box for my daughter to use for web shit and MSN stuff) well anyway i set it up as normal and powered up.

It decided to give me a long screetch post error and this repeated every few seconds, i guess every 3 seconds.

I got pissed off and promptly removed EVERYTHING to troubleshoot.

So now im down to PSU, MOBO and CPU and speaker, nothing else. it still insisted on making the same error, plugged in everything sequentialy and nothing helped.

I figured DOA so i RMA'd it.
Ive just got a message back stating they couldnt "duplicate the error."

WTF would possibly cause a long post beep repeating every 3 seconds?
Help me out cause im totaly stumped.

Ive removed it and its still doing it :/

Like i said i stripped it all right back to the bare, just the CPU+FAN, motherboard itself and the PSU.
 
At first i thought it was the video card so i swapped that out for a PCI then another AGP, same deal.

Triple checked the facia panel pin setup (ive fucked that up before on an old BX mobo and it wouldnt even post) thats set up perfectly, ive tried inside and outside the case.

Tried it with and without any RAM installed, same deal.
