DVD Decorder

On a recent insert a DVD into my Dell Dimension series laptop, a screen came up suggesting that I change my resolution.  It began with that, and after much investigation, I found that my DVD decoder no longer existed, and an update was not available.  The only decoders I have found have been pay-for decoders, which I certainly do not want to do.  Before this happened, the most I did was uninstall useless programs and clean up my registry with Registry Mechanic.  Even after performing a system restore to before I made any of these changes, the decoder still didn't exist.

Could you either a) link me to a free, reliable DVD decoder, or b) tell me how to get my DVD decoder back?

I think VLC does this, and it ignores region barriers too.
