Anyone knows how to? It seems like changing the UI language in windows xp isn't as simple as it was in windows 2000.

control panel -> Regional and language options -> Languages Tab -> Details

Select default input language, and add the other languages you want. If you want xp in a completely different language you have to procure a copy released in that language.

Who in the world changes the UI language nowadays, you moron? I want to ask him, "do you REALLY want to change the UI language?"
I want to interrogate him. I want to interrogate him for roughly an hour.
Are you sure you don't just want to change your locale's 8 bit/legacy character encoding?
Coming from a Windows veteran such as myself, the latest trend among us vets is AppLocale, to change it on the fly.
That's right, AppLocale. This is the vet's way of playing hentai games.
AppLocale means no reboot to play Rapelay. But on the other hand you have to own Windows XP to download it from Microsoft (or pirate it somewhere). This is the key.
And then, it's delicious. This is unbeatable.

Don't change these.
