How do I reset refresh rate?

Ugh.

Ever since I picked up this useless Princeton LCD monitor to save desk space I've been having problems. These tend to center around my computer resetting its refresh rate from 60 hz (required) to 120 hz (big CRT rate) while it's off and I'm asleep.

Now that I'm at college I can't just dig up a CRT from somewhere, plug that in and reset the rate to 60 hz. We are a 'high tech' school and that equates to LCD monitors everywhere.

Most people tend to have this 'out of range' problem when Windows tries to boot; I get it as soon as I turn on the power. Can't see the BIOS, can't see the Safe Mode menu, can't see the display even if I can boot into Safe Mode... I even tried clearing the CMOS, that didn't do anything.

Is there some way I can reset the refresh rate to 60 hz? Maybe a boot disc or floppy? Anything??? x_X
