If your using a Radeon or Nvidia video card there is no need for third party apps.
You just use the catalyst control center with radeon to set it up the way you like, or the nview wizard with nvidia.
There is all kinds of options. Remember though in windows under Diplay Properties to have the second monitor enabled, drag it to where you have it positioned on your desk and set up the resolution from there.

Snapping and forced always on top (which I also have in Windows) is not what you need to fix GIMP. You need to avoid the image to cover the other piece of shit, independent, hueg windows GIMP uses, and avoid it from getting covered by them. They are not covercat. To do this, you can use either a decent (i.e. docking) interface, or two monitors. GIMP lacks the first.
The fact you haven't realized this tells me you're in one of these three scenarios:
1. You haven't done any serious work with GIMP.
2. You already got two monitors for GIMP and didn't realize this.
3. You're trolling.

Device manufacturers make their own drivers, Microsoft just integrates them over time into windows installs. Third party means unofficial in our context. Ie. the Omega drivers would be third party, since they are not made by ATI. If MS made drivers, those would IN FACT BE THIRD PARTY AS WELL BECAUSE MS IS NOT ATI.
Protip: ATI's drivers for ATI's graphics cards are 1st party, even on 3rd party ATI cards (like Saphire, or Powercolor) because they made the chipset and reference card design, and the drivers to use said chipset.
