Mousewheel scroll got fugly ;_;

I recently re-installed windows and my former beautifuly smooth mousescroll is FUGLY + FUGLY = 0/1

Its the most blocky thing ever and looks like the refresh rate on a 15 year old moniter :(

Help me fix please, Mousewheel is my friend! D:
