CD ROM does not read CDR

I have ran into some strange problems with my computer. My CDROM does not read or burn any CDR or CDRW disks, but it reads regular CDs (that are bought from the store). I have borrowed my friend's DVD+CD combo ROM and have the same problem, so I think it might be something wrong with my cables and motherboard but I cannot figure out what.

Also, my floppy drive have stopped working as well, every time I put in a new disk inside it says the disk needs formating, but it cannot format or read the disks. I have also tried a new floppy drive but the problem is still there.
