When I'm on the internet and I try to connect to Xbox Live I get a message on the computer that says there is an interference problem with the IP address that is already in use in the network or something like that. I don't understand why this is happening since everything was working fine in the morning. I should note that I have a static IP address for port forwarding, but I've had it for a long time and this problem just came up. Could it be something with my router configuration?

yes.
your xbox and your pc are sharing local IP.

Thanks for the reply.
However...
I'm completely confused about all the different IP adresses. I see local address, start ip address, internet ip address, ect on my router's configuration page. Also, do I just change it to random numbers or are there some rules I should follow?
