Spoilers:  You can get that setup with XGL/AIGLX + KDE + Compiz + CGWD with any distro.  I'd reccommend Ubuntu + a guide found via Google, because if you had to ask, you're NOT going to be able to set up Gentoo, let alone manage the xgl-coffee overlay and troubleshoot all the problems you'll run into by running this highly experimental software.
