traffic obfuscation

I'm trying to download torrents, but I have a bad ISP and they have very restrictive traffic shaping. I was considering using azureus' traffic encryption feature to bypass the shaping, but that probably goes against the acceptable use policy of my ISP, if they went so far as to block p2p access and limit bandwidth in suyh a manner, right?

No, you're right, encrypting your own traffic probably is a violation of acceptable use. Also, proxies and IP-in-IP tunnels are as well. They also probably violate state and federal laws. You are required to make sure all outgoing traffic is plaintext.
