If you want freeware, there's Double Killer and there's Dup Detector. Dup Detector can also find almost-same pictures and assign a percentage for how much the same they are. On the other hand, Double Killer can be applied to find duplicate files in general, not just image files.

Dub Detector crashes at about 100,000 files and can only find a maximum of 5000 pairs. is Double Killer any better. All it was useful for was telling me that I have over 238,000 grathics files, not including graphics belonging to windows, other apps, etc.

Personally I've used Dup Detector. It is a decent program and the % values for comparison are a plus. Dup detector can find over 5000 matching pairs. you just have to click find dupes again, because it sifts through the first volley and clears the matches. It may not work 100% but you are getting rid of the dupes.

The two free ones I've used are DupDetector and UniqueFiler. Obviously both do fuzzy-matching, because doing only bit-perfect matching is useless.
I used DupDetector for a few months, but the interface is so bad it's essentially useless. Try doing pixel-comparisons when you're dealing with several jpegs of the same image (hint: bigger isn't always better, so you have to eyeball it). So, shitsux.
UniqueFiler has a nag screen, which is annoying. Fortunately, you can bypass it every time it shows up by hitting enter twice. The interface is almost usable, but it doesn't handle gifs very well. You also have to really bump the fuzz factor to get useful results.
In the end I went and got iView MediaPro. It's not free.

DupDetector rocks sure it's not 100% rock-solid stable, but it usually works great, it has lots of nice features, and it performs a FUZZY comparison, which means you can find SIMILAR images too (which you want).
