Can someone name a program for deleting files that say they're being used by a program even though they arnt and thusly won't delete?

A large file had a write operation pending, but was interupted, and Explorer crapped out and won't do anything about it. Kill Explorer, fire up cmd, delete files, restart Explorer.

Have you tried restarting your computer in safe mode? that usually works..

Unlocker is an actual program for windows that does what you say. It adds a context menu option which can be used to 1) discover what programs have a lock on the file and 2) delete/move/rename the file despite these locks.
Only other alternative is to dispense with explorer.exe

get something like regcleaner.exe and get rid of any mention of the program the file is acciciated with. that should pretty much stop whatever it is that's keeping that file active from starting up on boot up. that, or google every process in your task manager, see if any matchthe program the file is associated with, and end the process, then try deleting the file. other than that i donno.
