Wtf at shutting down

So I just got a new computer, and when I started it up, the screen stayed black a while. Then, suddenly, poof, desktop and everything works. So I mess around with it, and then when I needed to restart it, I notice that instead of the usual Windows loading screen and such, the monitor just stayed black.

Basically, if I restart it, the last thing I see is the "Windows is shutting down" screen, and the next thing I see besides black is the "Welcome" screen just before the desktop comes up.

What the fuck?
