VPN for file sharing - Need help

I need some help, I've been trying to setup a basic VPN server to connect to for file sharing and I'm sort of stumped.

The reason it has to be VPN is because my network setup is abnormal and cannot do proper local networking, all 4 machines are connected to a switch along with the cable modem, the cable modem provides an individual cable IP for every connection ( all 24.71.xxx.xxx). As long as they're connected to the same gateway, the transfers between each machine are local and don't go through the cable modem.

So far I've only gotten VPN to connect using an manually assigned IP range. The problem this is 100% inconvenient, it changes the IPs from the ISP assigned addresses to the assigned IPs and disconnects both machines from the internet connection to do a local connection to the other machine. Isn't there a way to setup VPN to work with existing IPs and just allow a certain user/pw to connect? I've googled and googled, and I don't find anything related..

The VPN server is using windows 2000 advanced server (not linux because one server runs in win32 only)

Clients are all WinXP

Up until now I've just been using VNC to transfer files back and forth, but it's really not even remotely conveninent as simply having shares available.

Ok so it's not actually dumping the cable IPs, it's using both. ipconfig is showing Ethernet Adapter as 24.71.xxx.xxx cable IP, and PPP adapter VPN connection as 172.168.0.2 (within the range I set for VPN connections), VPN connection is successful. However whenever the VPN is connected the internet connection is no longer usable.
