i just got my internet hooked up (finally), and it would appear that the previous holder of this ip address was k-lined from an irc server or two. is there any way i can get on them at all or am i pretty much screwed?
btw, i have cable so i cant just reset the modem and get a new ip.

if its connected to a router just change the routers mac address and then renew the ip on the dhcp

you could probably email the administrators of the irc servers and tell them your problem. they'll probably have mercy on you.
are you sure you're actually k-lined and it's not some other problem though?

I changed a single alphanumeric and I couldn't DHCP anymore. In my cable modem config it lists my current MAC - is it possible my modem locks out new router MACs?
What would happen if I got a new router, then?

I have cable and when I change the MAC addy, I have to turn the cable modem off for a minute or two and turn it back on before it will let me get an IP from my ISP again. Give that a shit.

You /could/ just try asking the network to lift the kline.
Most ISPs MAC filter their connections. I know when I replaced the shitty one they gave me with a better one, I had to copy the old router's MAC address to the new one.
There's always tor.
