Dual Core VS Dual Processor

Which one is better?(ignoring costs)
I'm thinking of making a dual core system, but woundering if one is better then the other, and how so.

Multi CPU is better in terms of scalability. you can get 4cpu mobos, although i cant think of any good reason to have a 4CPU system short of being some sort of mid-to-high-volume server.

but price to power ratio, dual core wipes the floor with multi-cpu at the consumer level. (i.e. under 3000USD)
