Sticky Notes

I've been looking on google and sourceforge for a virtual sticky note like program, but there's a ton of them. Which is the best for Windows?

i like using tiddly wiki for my personal notepad needs. i like it because:
* it is very portable. it is a self contained web page
* pretty much functions like a wiki. so this includes being able to hyperlink each "tiddler". you also get text formatting capabilities of a wiki
* you can tag each tiddler
* has a search function
* no cost in getting it
