So I recently bought a 21" "recertified" monitor from TigerDirect. It's an IBM P260, and aside from being really bright, I can find only one flaw: Two horizontal lines of permanently dark pixels, at about 1/4 and 3/4 of the way down the screen. Now they don't bother me much while I'm gaming or whatever, since they're only about the width of a hair, but they start to irritate me if I'm browsing 4chan, for example.
Any way I can attempt to fix these lines, or am I stuck?

well if there is anything to fix it... DONT go inside the monitor yourself.. we dont want nasty damages do we?

You can't fix it, see http://computer.howstuffworks.com/question406.htm - the monitor was always like that and will ever be. Live with it, these Triniton screens usually are quite good apart from that - and yes, really bright (but you should be able to turn it down).

Yup - I had one of those 21" screens from new and I was on the point of sending it back to the shop on account of the 2 lines when someone informed me they're 'shadows' formed by two very thin wires inside the tubes which help form and stabilise the image. You soon get used to it, and the image is pretty good otherwise (apart from the fact that my tube decided to 'gas' after only 18 months).
