No POST

I've just built a new computer.  It doesn't POST.  It doesn't even get my monitor out of sleep mode.  What it does do is spin the hard drive, system fans and CPU fans.  The video card fan also spins.

I bought 2 sticks of RAM.  I tryed using each stick individually to no avail.  I tryed pulling out and re inserting everything.  I have everything but the escentials unplugged and still have the same problem.  I've plugged the monitor back into my old computer, it works fine.  I tryed unplugging and replugging the video card.

The computer is all new technology (compaired to my alod computer).  New processor socket, changed to PCI Express (from agp), 184 pin to 240 pin RAM, SATA hard drive.  The only thing new that I can play with in another machine is the DVD drive.  So testing individual componnents is impossible.

Any thoughts on what is wrong?  Should I RMA something?

Its the processor isn't it?
