Playing my PS2 on my computer monitor/TV

TEH EVIL PLAN:
* Hook my PS2 up to my computer in such a way that I will be able to take decent screen captures/record video of my gameplay.
* Do so for under $50.

Now, I know that I need a TV tuner card to do this. I have a GEForce 6800, but it only has an S-video out. So I need something with video input. Either with S-video in, or something that can use AV cable (the yellow video cable), or some sort of adapter therein. That part seems simple enough. However, I found one card that said its maximum resolution is 720x576, and another that said its max is 640x480! I would like to get that to atleast 1024x768, as I believe that is the resolution many common TVs run at. (Atleast the ones my friends and I have.) Optimally, I'd like to be able to run games/TVs in windowed or fullscreen mode. Is that feature more software or hardware?
Also, I've been reading a bit on hooking up game consoles to monitors and have heard that there is some visual lag.

Would any of you be able to provide any information as to how I might hatch my evil scheme?

I thought standard "fishbowel" CRT TVs have a resolution lower than 800x600? Only HDTVs have high resolutions like 1024x768. So thats probably why the TV tuner cards only support those crunky rez's

>>1024x768, as I believe that is the resolution many common TVs run at
Your belief is flawed.  As >>2 disgustingly stated, "fishbowel" CRT TVs are still more common than HDTV and only achieve 480 lines of resolution for NTSC or 576 for PAL.  If HDTV is the only thing you know, then you and your friends are spoiled little noobs.

>>run games/TVs in windowed or fullscreen mode
The PS2 is primarily a 480i system with a few 480p games, so don't expect "optimal" results.  And if your budget is <50USD, your options are limited further still.  Your best bet would be to get that cheapo TV tuner card, accept its limitations, and hope the rest of your computer specs can handle video capture.

I've never seen or used HDTV. I simply noticed that when I hooked my friend's TV to my card's s-video out to watch some anime, the nvidia control panel was running the TV at 1024x768.

If you can't recommend a card for less than $50, then what would you recommend?
