Playing my PS2 on my computer monitor/TV

TEH EVIL PLAN:
* Hook my PS2 up to my computer in such a way that I will be able to take decent screen captures/record video of my gameplay.
* Do so for under $50.

Now, I know that I need a TV tuner card to do this. I have a GEForce 6800, but it only has an S-video out. So I need something with video input. Either with S-video in, or something that can use AV cable (the yellow video cable), or some sort of adapter therein. That part seems simple enough. However, I found one card that said its maximum resolution is 720x576, and another that said its max is 640x480! I would like to get that to atleast 1024x768, as I believe that is the resolution many common TVs run at. (Atleast the ones my friends and I have.) Optimally, I'd like to be able to run games/TVs in windowed or fullscreen mode. Is that feature more software or hardware?
Also, I've been reading a bit on hooking up game consoles to monitors and have heard that there is some visual lag.

Would any of you be able to provide any information as to how I might hatch my evil scheme?

I thought standard "fishbowel" CRT TVs have a resolution lower than 800x600? Only HDTVs have high resolutions like 1024x768. So thats probably why the TV tuner cards only support those crunky rez's
