So I have these mpeg4 ipod videos that I also want to put on youtube. The problem is the files are way too large. I need a program that will allow me to cut the video into smaller videos so it can be posted on youtube.

Quicktime will do it. It's a pretty shitty app for the PC, but if you enter a serial for the Pro version it'll let you either splice or recompress. It'll be less shitty on a Mac.
I'd usually say Virtualdub is the ideal solution for this sort of thing, but I dunno if that supports MPEG-4 container formats..
