first off: you wont hear any difference between an 160 kbit and 192 kbit mp3.
next thing is that this is totally retarded and impossible, because you already have the source quality of 160 kbit and increaseing the bitrate to 192 wont cause any difference but a larger file.
its like you try to convert food into shit: once it is shit, you cant invert the process and make food of it.
Higher quality means more information in the file. How is your computer going to get that information? Magic? And if it could, don't you think the audio player would automatically do it to give you higher quality output?

You can get higher quality by downloading a higher bitrate file from the interweb (assuming it wasn't reencoded from a lower bitrate file by some fucktard like you), or encoding from the original at a higher bitrate.

If by memory you mean RAM, you simply go download a file. The file contains some instructions and printouts. Print it all and follow the instructions, they will instruct on how to fold the paper to create RAM. Note that your printer will need to use ink.

Re-encode from CD, and make sure you use joint-stereo and variable bitrate.

No it's not... some sounds get so fucking distorted that they sound retarded(instead of awsome and win when listening to a lossless version)... especially at the higher end of the frequencies we humans can hear. Then again, most people have shitty speakers earphones and/or fucked up hearing and they can't tell the difference.
