Freenet and tor?

Whats the deal with freenet nowadays? I use their webinstall and it says it's done, but theres no actual program installed as far as I can tell. Also while I'm on the subject of anonymous internet programs I recently also had to reinstall tor and now in tor start menu there isin't a TorCP, so I can't have tor running with only an icon at the right of the task bar. I have to keep it minimized.

torcp isn't tor, it just writes tor's configuration file.
tor should be running in the background, and you have to tell whatever program to use localhost:[whatever port] as a proxy server in order to torify it.

probably the same with freenet.

What I mean is back when I used 98se and I clicked TorCP it started up tor and it ran as an icon. Now when I install it it dosn't even allow me the option of TorCP and a little icon.
