if you're just looking to re-encode something into .avi with some codecs, Virtual Dub is good.

Mencoder, not sure if there's an ample front-end for it on Windows or not.

Mencoder Shell looks worth a look.

Video: Koepi's XVID

Audio: Lame ACM MP3

Video: x264 h264 encoder ONLY (use ffdshow to decode)

I've never used anything other than these.
