Joystick deadzone?

Ok, just got a new Game Elements GGE910 wireless USB gamepad (looks like a PS2 controller) and I'm already having problems. The sticks are too twitchy. I can fix this in a couple of games by turning up the deadzone, but not all games (see Final Fantasy XI) have a deadzone setting for that game. Windows isn't letting me set a universal deadzone either. Anyone know of a program that I can use to create a deadzone or another way to fix this?

ps2 joysticks have a large deadzone in the center of the joystick, you probably won't get it to perform any better no matter what you do
