I'm looking for an image or paint program that has more features than say, MS Paint, but loads more quickly and uses less resources than say, Photoshop or Paint Shop Pro. What's a good in-between program?

PSPX is not really in-between, it's getting really close to Photoshop while having a number of advantages on its own (interface, simplicity, more geek-friendly, etc.). However, older versions will do what >>1 wants.
PSP5 (ancient) was the first one to include layers. PSP6 is an improved PSP5. PSP7 introduced a new engine and file format; try this first. If PSP7 is too slow, try PSP5. If PSP7 is too limited, try PSP9, although this is a heavy one (and PSPX is even heavier).

MDI is a good idea for image editing, since you have a large set of common tools to work with. Separate windows suck ass, not to mention they are ugly confusing with all the crap behind them and cumbersome because they overlap all the time; hueg toolbars which can't be properly reduced/tiled/accomodated around your working area; faulty keyboard behaviour in dialogues; and many more issues make me hate the interface.
On top of that, some of its functionality is really retarded, like needing to manually expand layers, and it lacks proper vectors and vector layers.
