foreign languages in Windows...

Well, just about every single foreign language on the planet appears fine on the web when I'm in Linux X, but in Windows Japanese, Korean, Chinese, and Middle-Eastern languages all show up as ?????????????????????????????.

What do I have to do in Windows to get these languages to show up normally?

Control panel -> regional and language options -> languages -> install files for east Asian languages

Will require Windows CD and ~230mb disk space.
