Whenever I use utorrebnt or emule I cant use other internet applications like browsers, games or even connect to irc, even when its not hogging bandwidth or cpu

Ur ISP throthles your bw when it detects p2p, or ur modem/router  goes DO NOT WANT whenever you try p2p.

Change the port. Some ISPs block port 6346 and 6881 which are commonly used for p2p apps. Try using a port above 10000 and make sure it's forwarded if it needs to be.

Try >>3 and be sure to turn on encryption in utorrent.

I was throttled until I found out about using port 443 and encryption (with legacy support). I can now max out my connection... which is nice.
