monitor problem

I have this strange problem with my monitor.  Maybe some of you can tell me what it is and how I can possibly fix it.  It's a CRT.

My monitor works just fine when it stays turned on, but if it gets turned off or goes into low power mode, when I try to turn it back on it makes a loud click sound and turns off.  If I try to turn it on again, it won't work, but if I wait like a day and then turn it on again, it works just fine.

This isn't a huge problem since I can just leave it turned on all the time, but it's a pain when the power goes out and stuff.

This might be a video drivers/configuration issue.
