Any reason a Windows XP SP2 system should release then renew its IP at about the same time on a daily basis? Is there anyway to find out what program is doing it or if its windows itself?

Probably because the IP address given to you by the DHCP server has a 24 hour lease. It expires, Windows asks again, it renews. Increase the lease duration on the DHCP server (there should be a setting in your router, if that's what's giving you your IP address).
