That's relative to the clock speed of a standard PCI bus. A while back they decided that having graphics on the same bus as all the other devices was a bottleneck, so they made a seperate bus called AGP which was dedicated entirely to allowing your graphics card to communicate with your RAM. AGP supports speeds up to 8x, and the recently PCI-e standard supports speeds up to 16x.
