CPU fan pins on mobo not working

The CPU fan in my friend's PC stopped working, but it wasn't the fan that was broken, but the pins on the motherboard that were no longer working for whatever reason.

The fan is now plugged into another set of pins on the board, but of course, these don't have any kind of temp-related speed control, so the fan is going at full speed and is insanely loud.

Is there any way to fix the CPU fan power pins, or any simple reason why they would not be working? There don't seem to be any options related in the BIOS.

...Or is the only solution to get a cheap fan speed controller for it?

New motherboard or speed controller. The motherboard got damaged somehow.
