Where and how can I get Adobe Photoshop without having to pay for it?

You can't, that's illegal.

If you have to ask then you are going to have to pay for it.

Lol
Buy it, stupid. "Programs" don't grow on trees; they're the result of people's hard work, and these people have families, houses, or, at least, basements.

That said, you may want to consider Paint Shop Pro X. It's like 90% of the features of Photoshop, at 10% the price.

No one buys Photoshop, and no one is hurt by its theft. Adobe does not, and never did generate revenue through sales to home consumers. Adobe Photoshop is a professional grade program, it is marketed and priced as such.

Where do you think they make more money? Random, uneducated purchases by retards who don't know what they're doing, or by a magazine-publishing company with 1500 machines? Software piracy only becomes a problem when the target market is piracy-savvy. Piracy is not a problem with Photoshop.

Truth was told.

Mind you, that's why they brought out Photoshop Elements, which is aimed squarely at the home user market for people who just want to tweak their digital photographs and maybe make the occasional web graphic. Of course, Elements is big unwashed pants by comparison.

Don't change these.
