That is that kook who posted screenshots of his browser displaying html files he made that made it look like he had written a script to let him tag locally saved 4chan images. Of course he wouldn't let anyone have it, because the script never existed.

Ok, ok, so it might exist. But what kind of query takes 170 seconds? Did it compare image data instead of tags? If so, it didn't do a very good job, only finding (near-)dupes and completely dissimilar images.

No it doesn't exist. The entire notion of that script is gay, and anyone wanting to use it is also gay.
