How would I go about setting a limit on how much bandwidth any single program can use while accessing the net at once? Searching around, my best bet seemed to be a pay program that can limit per app b/w, so I'm asking for other suggestions.
winxp here, since if I was on unix-like I'd go haxxing rules tables and upload the mainframe with multiple connections to the IP and multiplex the ISA socket to the soundcard.
