Could anyone recommend a good, quiet, and economic cooling fan?

Right now, I'm using a Vcool fan, since the fan on my Graphics card gave out. Even at it's highest level, it's not very loud, and it's adjustable for 3 levels. Only downside is that it takes up 2 PCI slots, but it dosen't actually plug into them. Goofle it if you want more details.
It only costed about 20 bux.

Hmm, well I'm a bit new to cooling, so i'm gonna explain a bit better what i have going here... I have 3 fans, 2 in the back and one on the side. The one on the back-top is always on, and so is the one on the side -- I'm assuming the one on the side is for general cooling and the back-top is the CPU fan. So I'm guessing the back-bottom one is the graphics card fan? It really never turns on, though... not quite sure if thats a bad thing or a good thing =S

The whole Vcool thing sounds like it may be helpful, but I'll have to look into a bit more.

Also, does anyone have any experience on dampening kits, filters, etc?

By the way, I'm not really talking about overclocking, I just want to make my fans a bit quieter.

The best opinion I can give you is to visit newegg.com and find the best rated for the size/noise/power.

I'm assuming these fans are external (on the case)? If so, i'll make a safe guess...

Back-Top: Most likely your power-supply fan or motherboard's.
Side: Airflow/Cooling
Back-Bottom (Middle on my computer): Airflow Main/Cooling

If that bottom one never turns on, and is indeed your main fan (should be the largest), then that's a problem.
