Photoshop CS problem...help anyone?

I got Photoshop CS a few days ago, and none of the keyboard shortcuts work. I don't know if it's the keyboard encoding (I believe the program itself is the Italian version, so running on a US computer could be a problem), but if it is, I don't know how to fix it. Aside from that, the keyboard shortcuts *say* they are set correctly (ctrl+z, ctrl+x, etc.) but don't work. Upon further testing, it seems that the only keys responding to the program are the Backspase and Enter keys, the former I've found I have to use instead of Delete to get rid of marquee'd areas and set transformations, what I would usually Delete for. The Ctrl, Alt, and Shift keys work on their own but when pressed with another key (Ctrl+c, Ctrl+Alt+X, etc.) it seems that the shortcut does not work, hence my worrying about the keyboard encoding. Any fixes come to mind?

BY THE WAY, Adobe's support (http://www.adobe.com/support/main.html) is way too inspecific and broad-based to help, I've already looked and found nothing. If you think you could do any better, there you go.
