Router problems 2 diff questions

A little background info, both of them are Linksys BEFSR41 v3
The first one doesnt keep the same internal ips,
How do i make it stay on one ip?
it goes from 192.168.1.100 to like 192.168.1.129 it doesnt help trying to port foward becuz it switches as soon as i turn the device off and turn it back on, I.E. my computer.

The Second on comes on but wont let me connect to the internet, Cd wasnt much help.

Maybe the router acts as a DHCP server, but always assigns the same IPs to the same computers?

it assigns different one to the same devices everytime that device is turned off I.E. a computer.

So set a fixed IP address in the TCP/IP settings of your network adapter on the computer, problem solved. Use something like 192.168.0.100 as the IP address, 255.255.255.0 as the subnet mask, and whatever the router's IP address is as the gateway address. You don't have to let DHCP assign an IP address.

As for not being able to access the internet, this is probably because the connection is set up wrongly on the router. Check with your ISP for router-specific settings (they are not necessarily the same as for a modem), check the router is picking up the correct DNS addresses, etc.
