crappy pcchips board problem

I have a pc chips board that suprisingly supports 2 kinds of ram (or appears to) And is fucking slow and laggy as fuck, for some godawful reason.
I dont know what processor I could use for it, but I have a 2.6ghz p4 that works with it, but still is slow as hell and using 100% no matter what im doing.
Do I need to reflash the bios or some sort? I cant even find the type of board it is on the official website. :/

It doesnt have any OEM markings liek from a DELL or something of the sort, but any help on what to do would be AWESOME. Thanks.

Maybe next time you won't buy shady brands of hardware.
