All Your Base text-to-speech program?

I know that there was an old MS text-to-speech program that they used for the robot voice from "All your base are belong to us."  I used to have it.  Does anyone remember the name of the program or have a copy they can torrent/YSI to me? 

This is for a Katsucon masquerade sketch.  You'll get credit in the sketch outro for providing the program.  Help is much appreciated!
