IP Addresses

Sometimes when I'm using Azureus, I get an IP address conflict. The only other computer connected to my router is off, and sometimes when I check my routing table I see a whole bunch of connections. Is this a result of not forwarding ports? Does anyone know what causes this to happen or what the IP address conflict is the result of?
