Video encoding/decoding quality

Any suggestions as to what format / settings would give the best results when encoding movies? (anywhere within the 700kbps to 2.5mbps range) Is it still divx that yields the highest quality, or has x264 or some other format managed to do better? Also, I'm not really to fond of the jpeg-ish artifacts that divx creates, so are there any other formats which don't have that particular type of stretched out artifacts? I've noticed that h263 seemed to limit the size of the artifacts somewhat, but I've never tried any hi-res stuff with it (hi-res being 720x576 and 700kbps and upwards in bitrate)

Also, is there any noticeable difference between decoders and players when it comes to quality? vlc seems to have a slightly lower imagequality on DVD playback, so I figured there must be some with higher-than-average quality, such as the hardware-decoder from nvidia (which bluntly refuses to run on my system, both unpirated demo-version and a pirated full version. Gives me a message about "an unexpected dvd error occurred".)

If there are any "uber" decoders/players out there, do you have any suggestions as to which one is -the best- for divx and/or xvid?

I've got an overclocked a64 3000+, so I doubt performance will be an issue unless we're talking about absurd decoder-settings.

DivX < XivD < H.264, if used right

though, h.264 is still buggy, atm.
