Need good wireless packet transmitter program

as subject says
Need good wireless packet transmitter program
i need something that i can use to broadcast a custom edited bitstring
and same said program should be able to packet sniff to find it
oh and it should detect how powerful the signal was

so
able to transmit custom made packet (user entered information)
packet sniff to find custom made packet
signal strength of said packet
