If your ISP is preventing you from doing what you want on the internet, switch ISP. No point in rewarding them for providing an inferior service. Make sure you let them know exactly why you're leaving.

with qwest yes..they can charge you up to 400 dollars as "disconnect fee" for terminating a contract
