Fresh XP install on formatted HD

What's the most efficient way to install XP standalone/upgrade on a formatted hard drive?  I've been using a 98 boot disk to format FAT32, install win 98, then install XP from within 98 and reformat to NTFS. 

What's the best method of installing XP from a fresh HD with no OS installed?  

And if BIOS can't detect the cd-rom in the first place to boot from it.
