What programs can take screenshots of video files and DVD video?

Depends on the application used. Screenshots capture the output from GDI to a bitmap; however media players don't go through GDI, they route directly to the display hardware. If they didn't it'd be incredibly slow. So you need an application that can capture frames directly when needed.
If you're on Windows, might I suggest using something like Media Player Classic. It looks just like mplayerc version 6.4 but it runs absolutely everything, including DVDs. Go to the file menu and there is a Save Image selection. That will write out a screenshot of whatever you're watching, be it AVI or DVD or VCD, in either JPEG or PNG.

Use Media Player Classic + FFDShow, an unbloated piece of software which is as rich feature-wise as Bill Gates is money-wise.
You'll see you have MANY output formats to choose from, some of which can be captured in different ways. For example, you can capture the original video, or what you see (including deformed windows, full-screen video, etc.).

You can still use Windows Media Player to take screenshots. Tools > Options > Performance > Advanced and Untick Use Overlays. Or you can tick Use High Quality Mode.

Also fraps is great for recording shit, not only can it take screenshots, but also capture video :)
